In his speech, Zhang Chonghe, President of China Light Industry Federation, pointed out that in the past five years, China's light industry characteristic regions and industrial clusters have adhered to the development strategy of characteristic advantages, scientific and technological innovation, green ecological development, coordinated and shared development, and government-led development, playing a role in various light industries with their own comprehensive development power, resource concentration and industry influence. An important leading role. President Zhang pointed out that we should vigorously promote good experience and good practices in the construction of light industry characteristic regions and industrial clusters, strive to build light industry characteristic regions and industrial clusters into "experimental fields" of national policies, give full play to the leading role of light industry characteristic regions and industrial clusters, and strive to improve the development level of light industry characteristic regions and industrial clusters. At the same time, he stressed that light industry cluster should make full use of its own advantages and play a more active leading role. He said that over the years, various industrial clusters in light industry have actively explored, pioneered and innovated, and gradually formed a variety of cluster development modes with local conditions, distinct characteristics, reflecting reality and remarkable results. Including professional radiation model, leading model, industrial town model, industrial undertaking model, urban business model. These modes of light industry cluster construction have made bold explorations for cultivating new clusters and provided useful references.

In view of how to improve the development level of light industry characteristic regions and industrial clusters, President Zhang put forward four requirements:

Improve the planning and layout. Identify the location of light industrial characteristics and industrial clusters in the overall position of the industry. Combined with the "one belt and one way" plan, "Beijing Tianjin Hebei" coordinated development plan, light industry "13th Five-Year plan" and local economic and social development plan, we will make an in-depth analysis, accurately locate, adjust and upgrade the existing industrial clusters, scientifically layout new industrial clusters, and form a more optimized structure and more prominent advantages. The Bureau has a more reasonable modern light industry cluster system.

Improve the evaluation system. This year, the China Light Industry Federation formulated the Regulations for the Co-construction and Management of Light Industry Distinctive Regions and Industrial Clusters in China, further standardized the conditions for declaration, evaluation criteria and approval procedures of light industry clusters, and provided institutional guarantee for improving the quality of co-construction.

Optimizing service platform. In order to strengthen the public service of industrial clusters, China Light Industry Federation has established a public service platform of China Light Industry Cluster, which provides information consultation, brand cultivation, product promotion, business cooperation and other multi-service content for the vast light industry cluster. Each industrial cluster should actively participate in platform construction, actively transmit cluster data indicators, and share information and services.

Fourth, we should strengthen coordination and guidance. Improve the coordination and guidance mechanism to provide more service support for the development of light industry cluster. The integrated business department of China Light Industry Federation should strengthen the organization, guidance, coordination and service of light industry characteristic regions and industrial clusters. The Liaison Group of China Light Industry Federation should be familiar with the cluster development business, actively understand the needs of the cluster, and provide timely, convenient and effective services for the light industry cluster. The relevant departments and industry associations of China Light Industry Federation should cooperate closely, conduct in-depth research, participate in the formulation of cluster development planning, guide the cluster to grasp the development direction, gather characteristic resources, upgrade the development level, and strive to promote the overall level of light industry cluster construction.

At this meeting, the Home Hardware Association of Shunde District, Foshan City, Guangdong Province, which was recommended by our association as the capital of China's home hardware (Leliu), was awarded the title of the advanced unit of management and service of China's light industry characteristic region and industrial cluster. Xue Rong, the Secretary-General of the association, was also named as an advanced individual in the management and service of light industry characteristic regions and industrial clusters in China.

In March 2018, China's industrial composite index stood at 52.3%, and its economy was running well.
